My name is Anthony J. Skelton.
I
have had experience as a GIS-Designer-Drafter for over 18+ years in dealing
with project and construction management by planning, monitoring, thru
updating schedules and budgets, digital mapping technology, cartography,
topographic map production, aerial photography and satellite images, superior
knowledge of GIS and spatial database systems, and GPS and surveying
equipment.
My
experience with Native American Services Planning departments, dealt with
overseeing transportation plans and inventories of roads serving millions of
acres of land on Indian reservations throughout the U.S. These 20-year plans
involve data collection, mechanical/manual traffic counts, turn-movement
counts, land use, reservation data, and accident locations. The data is
compiled into a comprehensive studies and analysis of transportation needs,
travel demand, transportation system alternatives, evaluation of social and
economic factors, road improvement project descriptions, project cost
estimates, and a program for construction. I am adept at working with local
communities to uncover trends and assessing goals. When complete, this
information is assembled into maps and geo-databases that delineate Indian
Reservation Roads, public roads, surface types, present land use, all geographic
features, and functional classifications and are used on multiple projects
including the designation and database management of Indian Tribal Routes for
the BIA. These tasks involve the use of software including Softdesk’s AutoCAD
Land/Civil 3d, Microsoft Access and ESRI’s ArcMap 10.
Specific
projects that I have worked on include incorporating parcel mapping and 911
roads with the Navajo Nation, St Regis Mohawk Tribe, Nambe Pueblo and
Seminole Nations of Oklahoma and Florida, by converting the Local Roads data
acquired from counties, cities, villages, townships, and regional planning
commissions for GeoEditors with little or no ARC/INFO® experience.
I
was also employed with Boyle Engineering Corporation as a CAD Operator to
produce drawings, layouts, sketches, maps, and graphic representations of
water and wastewater engineering designs by utilizing my working knowledge of
design software including Autocad Map and Land Development Desktop and
Bentley Microstation.
In
2004 I had been working for a local surveying contractor and assisted in the
compiling of field data to boundary surveys, alta surveys and record plats.
My main duty during my 9 year employment at the Public Service
Company of New Mexico was the design, drafting, and GIS data management of
major gas transmission mainlines and facilities including high pressure gas
regulator stations, compressor sites, and residential border stations where
large quantities of natural gas are distributed to the city and the state. My
support was for the 22+ major cities that PNM supplied natural gas to,
including Albuquerque and its outlying areas. Thru effective communication
with local agencies, government, other public utilities, surveyors,
environmentalists, internal employees and engineers, dealing with procurement
activities, I was able to complete every job with accuracy and cost
effectiveness.
As
for my experience in computer application, I am fully knowledgeable with the
all Microsoft Windows applications. I have a strong software background in almost
every major piece of software including advanced skills in Microsoft Office,
AutoCAD (associates degree) and ArcView (certified). My duties also included
using graphical software programs to enhance my designs and produce top

need, repair almost every type of computer problem, hardware and software, on
